"PNRR: Funds for modern and reformed Romania" - launch of the project "Integrated services and professionals in early education"

The Step by Step Center for Education and Professional Development Association, as a beneficiary, in partnership with the University of Bucharest, Babeș-Bolyai University in Cluj-Napoca, West University in Timișoara, Alexandru Ioan Cuza University in Iași, Community Development Agency Foundation Together with the Center for Continuing Education in the Hungarian Language, announces the launch of the project "Integrated services and early education professionals” (project code P_03).      

The project is financed by the Ministry of Education within the National Recovery and Resilience Plan, Pillar VI. Policies for the new generation, Component C15: Education, Reform 2: Development of a unitary, inclusive and quality system of early education services, Investment 3: Development of the framework program for the continuous training of professionals working in early education services (PNRR/ 2024/VI/C15/R2/I3).

The total value of the project is 73,955,530.00, including financing, the eligible value being 73,560,730.00 lei, of which the community contribution represents 68,280,134.00 lei.

The financing contract was signed on August 5, 2024, thus marking the start of the project whose overall goal is to improve the capacity of staff in nurseries and kindergartens to ensure inclusive and quality early education for children up to 6 years of age and the professionalization of staff who monitor the quality of services of early education for children under 3, respectively improving the capacity of education, health and social staff to monitor the quality of services for early childhood.

The project will be completed on June 30, 2026 and has three major objectives:

  • increasing the quality of training programs intended for professionals in early education services and adapting them to the current needs of the direct beneficiaries of the services (pre-schoolers and preschoolers) by accrediting two training programs at the level of the partnership created within the project;
  • the training of 348 new trainers in the curricular field for early education and the training of 252 people from the social, health and education sectors in the field of monitoring the quality of pre-school early education services;
  • the training (with the help of the 348 new trainers in the curriculum area) of 21.000 people from the early education services (teaching staff, auxiliary teaching staff and administrative staff), with priority for the newly established ones, in order to improve the capacity of the teaching and administrative staff in early education structures to ensure quality services.

The partnership structure that will implement the project consists of 7 members, including an association with approximately 30 years of experience in the field of continuous professional training for staff in early education services - the Step by Step Center, 4 state higher education institutions - the University from Bucharest, Babeș-Bolyai University from Cluj-Napoca, West University from Timișoara, Alexandru Ioan Cuza University from Iași – top universities at national level that organize psycho-pedagogical training programs in order to certify skills for the teaching profession and teaching degrees II and I , a foundation with over 20 years of experience in reducing discrimination, especially but not exclusively against the Roma, which has developed training courses and educational resources for teachers and students – Community Development Agency Foundation together with a certified training center continuing education of teaching staff in the Hungarian language – Center for Continuing Education in the Hungarian Language.
